ABSTRACT
The Visions and Strategies for National Territorial
Development Toward the Twenty-First Century

This study aims to provide a long-term framework for national territorial development which should be considered in the twenty-first century. It intends to raise problems accumulated in the national territory, consider rapidly changing intra- and international situations, and to make some suggestions to solve the problems in the field of territorial policies.
The visions and strategies suggested in this study are oriented toward the concept of National Territorial Development Multi-Integration System. The meanings of this system are four-fold: integration between regions accomplished through balanced regional development; integration with the North- east Asian economy through outwardly open management of national territory; integration between development and environment through environment-friendly focus of territorial management; integration within the Korean peninsula by means of promoting interactions between South and North.
In order to realize this multi-faceted concept of national integration, seven strategies have been suggested. These are:
① formulating a set of development axes which consist of three coastal axes and three east-west inland axes,
② providing growth impetus to the local cities and diffusing the functions of the Seoul Metropolitan Area,
③ constructing international growth centers and techno- belts attracting foreign and domestic investment, especially in the sectors or knowledge-based industries,
④ constructing infrastructure facilities dominated by private as well as public sector and informatizing the whole national territory,
⑤ creating bases for green pastoral life by providing spaces for diverse leisure and tourism activities, housing needs, and land development requirements,
⑥ promoting cooperative projects between South and North in various fields,
⑦ managing the national territory to be the center of interaction between nations in Northeast Asia.
These visions and strategies can be realized by establishing and conducting concrete and precise subsequent plans. This great task will be made possible by the Fourth National Comprehensive Plan. It is proposed that the Plan be composed of two parts, a long-term vision for the next generation and a five-year acting plan. In addition, an extensive participation of diverse personnel ranging from experts in related fields to ordinary people is to be suggested to make the Plan.
